#84 - COVID-19 Update: Automotive Registration and Titling Processing

In addition to DMV processing dealer transaction paperwork, County Clerks are now permitted to process vehicle registrations.

County Clerks: are permitted to process only original vehicle registrations by mail, common carrier, electronic means, if allowable, or other non-customer facing methods from:

    • Automobile dealers or

    • Referrals from State DMV.

No direct customer contact is permitted. All offices will remain closed to the public. 

Participation by County Clerks is not required. Dealers should contact the County Clerk office before forwarding transaction paperwork to confirm their availability.

A list of participating County Clerks is provided at the bottom of this message.

Dealers in the DMV’s Partnering Program who can fully process the registration transaction and provide license plates, will continue to be permitted to process and issue permanent registrations.

GNYADA/DMV-DIRECT (Is a Direct Link DMV Partner) has continued to perform original vehicle registrations by mail, common carrier or scheduled drop off. As a DMV partner, DMV-DIRECT is authorized to handle non-customer facing deliveries from:

  • Franchise New Car Dealers

  • Licensed Used Car Dealers

  • Duplicate Title Transactions

  • And, process all 50 State Dealer Transactions

NYSADA (A DMV Partner) continues to perform original registrations and title transactions received by mail or other delivery service through its SNYADS Registration/Title Service. As a DMV Partner NYSADA is authorized to process titles and issue permanent registrations for both new and used car dealers. 

Dealers in the Plate Issuance Program can mail their processing work to a County Clerk or to the State DMV at:

  • If mailing to the County Clerk, the dealer should check with Clerk before mailing to ensure the Clerk can process the transaction and to coordinate delivery.
