Commissioner Schroeder Amends the Five-Day Rule for Partner Dealers

GNYADA has received a notice, this morning, from DMV Commissioner Mark Schroeder informing us that they have agreed to change the number of days from 5 to 10 for submitting registration work for dealers that participate in the Partnering Program who issue permanent registrations.

This change is one of several that GNYADA has requested of DMV Commissioner Schroeder to consider. In a November meeting with DMV attended by the metro New York Dealer Associations and the State Association, the group identified 7 actionable items for the Department to consider. We are pleased with the Department’s response on several of those actionable items and are continuing to work with them on others.

The change announced today allows dealers using an online integrator such as GNYADA’s DMV-DIRECT service or Dealertrack, up to 10 days – doubling the present requirement - to submit registration and title paperwork to DMV. DMV regularly cites non-compliance with the 5-day rule as one of the top violations by dealers, and dealers acknowledge that meeting the 5-day requirement is burdensome. DMV will notify current partner dealers directly through their partner messaging system about the implementation date for the extended time to submit documents.

The new rule does not change the number of days required to submit registration paperwork for dealers participating in the Dealer Plate Issuance Program (DPIP). This policy change only affects dealers signed up in the Partnering Program mentioned above. GNYADA continues to advocate for an extension to submit work to DMV for dealers in DPIP. DMV was able to make a change for Partner dealers far more quickly than for those in DPIP, which requires a rule change and public comment process.

GNYADA would like to acknowledge the open-door policy that Commissioner Schroeder has offered to us and the retail auto groups in the State and we appreciate his and his team’s responsiveness to our request for a change.
