/DMV Makes Three Big Management Changes
Could Affect Institutional Knowledge
DMV Commissioner Mark Schroeder has informed GNYADA that there have been additional changes to the agency’s top level of management. Last week, DMV Executive Deputy Commissioner Theresa Egan, who has held two important senior positions with DMV for the past 13 years, accepted a new position with the New York State Health Department. Terri was helpful to all of our members in her roles at DMV, including the time-period when she served as Acting-Commissioner. Ms. Egan heads to DOH at a difficult time for the agency, which leads the State's efforts to end the spread of COVID-19.
During her tenure, Terri oversaw the implementation of VERIFI, the implementation of expedited dealer licensing, which allows dealers purchasing a dealership to immediately operate upon completion of the buy/sell, and DMV’s rules change that sped up the approval time for dealers seeking to provide On-Line-Registration Services. Also, she managed the agency’s changes to the vehicle inspection system to include mandatory window tint testing, among other important initiatives.
Ms. Egan spoke regularly with GNYADA staff, appeared at GNYADA Board of Directors meetings, and led other meetings to review the Association’s concerns. She was essentially the “go-to” person for many issues that directly impacted dealers.
Ms. Egan's departure is the third such change recently at the highest levels of the agency. Over the last several months, both Michael Mulcahy, the former Director for Compliance, Vehicle Safety & Clean Air, and Tom Higgins, the former Deputy Commissioner for Compliance, retired from DMV. Mr. Higgins went on to join GNYADA’s staff in June.

Top IT Professional Joins DMV
DMV has unofficially announced that Leslie Brennan, a top IT professional, has moved over to DMV after leaving the COO post at the Office of Information Technology (ITS). At ITS, Ms. Brennan helped manage the consolidation of over four dozen data centers that provided customer and business services.
GNYADA will continue to build its relationships with the current leadership and looks forward to developing new relationships with Ms. Brennan and other senior agency officials.
