DMV Processing During COVID-19 Pandemic
/5-Day Rule Still in Effect
A recent addition to the COVID-19 guidance issued by the Empire State Development Corporation provides that essential services include “automotive sales conducted remotely or electronically, with in-person vehicle return and delivery by appointment only.”
DMV-DIRECT, GNYADA's vehicle registration and title processing service continues to be available to assist dealers with their DMV processing needs.
We received the following instructions from DMV for processing registration and title work during the pandemic.
VERIFI is operational and available for processing transfers.
Dealers should continue to issue eMV-50s where required and not rely on secure paper MV-50s beyond what’s allowed under current regulations.
Dealers in the Partnering Program
Should resume sending their paperwork to the partnering unit.
Dealers in the Plate Issuance program
Continue to mail their paperwork to either DMV-DIRECT or NYS DMV Central Dealer Unit at the addresses below:

Dealers that are not in a Partnering Program
Dealers not in Partnering can also mail their paperwork to either: DMV-DIRECT or Central Dealer Unit.
Keep in Mind:
Temporary certificates of registration (TCR) are valid for 45 days.
Dealers must submit paperwork to DMV within 5 days of sale.
Dealers must obtain customer signatures on the MV-82, eMV-50 and purchase agreement in a manner that complies with Department of Health guidance and directives.
Send all work by overnight mail service for tracking purposes.
Maintaining a Clean and Safe Work Environment
During the period of the ordered work reduction for COVID-19 safety, dealers must continue to comply with the relevant guidance and directives for maintaining a clean and safe work environment issued by the Department of Health, and every business is strongly urged to maintain social distance to the extent possible.
