Governor Orders Half of Employees Home Starting Friday
/GNYADA weighs-in on “Essential” Status
In response to the coronavirus (COVID-19) outbreak, Governor Andrew Cuomo announced today he will issue an Executive Order prohibiting more than 50% of every employer's "in-office" personnel from coming to work. The Governor's Order exempts employers that provide "essential services."
Dealers Are Essential
We have been receiving many calls and emails from our members asking if this and previous orders from the Governor require dealers to close their operations. Unfortunately, there is no definition yet of "in-office" employee or "essential services." GNYADA expects some clarity soon, as Mr. Cuomo says his order will take effect Friday. In the meantime, GNYADA members should consider implementing business continuity plans that can incorporate a 50% cut in on-site staff. Once more details are available, GNYADA will share them with Association members.
The question of whether the State considers dealers as essential or non-essential has frustrated and confused many. GNYADA and our Albany lobbyists have been working with the Governor's office from the beginning of the State's restrictions addressing to address the issue. The best guidance we can give you is that, presently, Franchise Dealers are not on the list of required businesses that need to cease operations.
We will continue to advocate that dealers are an "essential" business for the transportation needs of New York State Motorists. As information continues to be made available, we will update our members as to any changes.
